When is 300KB the right target?

When your portal names it, and when 200KB proves too tight for a scan you cannot re-do. The extra hundred kilobytes goes almost entirely to image quality, which is what suffers first under the stricter caps.

Does the whole batch share the 300KB, or each file?

Why is my scanned PDF harder to compress than my Word export?
