Scans are photographs of paper, so every speck of texture is real image data. A full-page scan at print resolution has a floor well above 100KB. Try 200KB, or run Compress PDF to 100KB on the original before converting.

Does the page count change how small each image gets?

No. Every page is converted and measured on its own, so a fifty-page PDF gives you fifty images each under 100KB.

Is anything uploaded to reach this size?
