How does a lossless format get smaller?

By covering less area. JPEG can keep the pixel count and throw away detail; PNG cannot, so the only lever is dimensions. A page rendered at half width is a quarter of the pixels, and that is where the saving comes from.

Will the text still be sharp at 200KB?

Yes, in the sense that matters — PNG never adds the blur or ringing you get from JPEG. If a page has to be reduced to fit, the letters get physically smaller rather than fuzzy. Check the result is still comfortable to read at the size you need.

Should I use PNG or JPG for a scanned page?

Will my PNG have a transparent background?

No. PDF pages are rendered onto a white background before they become images, so the PNG is opaque. PNG supports transparency, but there is none in the source to preserve.
